With global climate change, accelerated urbanization, and rapid industrialization, water environment and water ecology issues have become increasingly prominent and have become a global focus of attention. In recent years, China's water environment governance has achieved remarkable results, but it still faces problems such as water scarcity and degradation of water ecosystems, which pose a serious threat to the sustainable development of the economy and society. Therefore, strengthening water environment protection and water ecological restoration to achieve sustainable utilization of water resources has become an important task for China's current and future development.

Reported by: Hou Li'an, an environmental engineering expert, an academician of the CAE Member, a professor and doctoral supervisor of Rocket Force Engineering University. Serving as a member of the National Ecological and Environmental Protection Expert Committee, Vice Chairman of the Teaching Guidance Committee for Environmental Science and Engineering Majors in Higher Education Institutions under the Ministry of Education, Vice Chairman of the National Separation Membrane Standardization Technical Committee, and Vice Chairman of the Expert Committee for New Pollutant Control. Academician Hou Li'an has long been committed to scientific research and engineering design in the field of environmental science and engineering. He has taken the lead in proposing and successfully developing water treatment and air purification technologies and series of equipment with independent intellectual property rights in areas such as ensuring drinking water safety, decentralized point source domestic sewage treatment, and human living environment air purification, achieving multiple breakthrough and creative achievements. Speaker: Professor Huang Guoru, a doctoral supervisor at South China University of Technology, serves as an executive director of the Guangdong Water Resources Society, a member of the Water Resources Professional Committee of the China Natural Resources Society, a member of the Hydroelectric Energy Professional Committee of the Guangdong Hydroelectric Power Engineering Society, a member of the International Association of Hydrological Sciences, and a part-time professor at Zhengzhou University. In 2005, he was selected for the New Century Excellent Talents Support Program by the Ministry of Education, and in 2006, he was selected as a candidate for the fourth batch of the "Thousand and Ten Project" for higher education institutions in Guangdong Province. In recent years, in combination with the National Natural Science Foundation of China and the New Century Excellent Talents Support Program of the Ministry of Education, a more in-depth study has been carried out on the prediction of dry season runoff in the the Pearl River Basin, focusing on how to build a prediction model for dry season runoff on the digital platform of the basin, and a series of innovative research results have been obtained. Combined with the special fund project of the Ministry of Water Resources for public welfare industry, the formation mechanism of urban rainstorm and waterlogging and forecasting technology were systematically and deeply studied, and the urban waterlogging early warning and forecasting system based on GIS was developed. Led the research task of the national major water special project, studied the quantitative accounting method of urban and agricultural non-point source pollution load, conducted on-site observation experiments in cities and farmland, studied the initial scouring effect of urban non-point source pollution, and constructed an urban non-point source pollution load accounting model based on SWMM model and an agricultural non-point source pollution model based on HSPF model.

Mainly engaged in research on water pollution control and treatment technology, small town sewage ecological treatment technology, sludge treatment, and resource utilization. Hosted and participated in 6 national and provincial-level scientific research projects, 10 municipal level projects, led over 50 horizontal scientific research projects for local governments and industry enterprises, and authorized 5 invention patents.
