為深入貫徹落實(shí)黨中央、國務(wù)院決策部署,有力有序推進(jìn)生態(tài)保護(hù)修復(fù)領(lǐng)域重大工程建設(shè),現(xiàn)將《生態(tài)保護(hù)修復(fù)中央預(yù)算內(nèi)投資專項管理辦法》印發(fā)給你們,請結(jié)合實(shí)際認(rèn)真執(zhí)行。

生態(tài)保護(hù)修復(fù)中央預(yù)算內(nèi)投資專項管理辦法
第一章 總則
第一條 根據(jù)《政府投資條例》及中央預(yù)算內(nèi)投資管理等有關(guān)規(guī)定,為加強(qiáng)和規(guī)范生態(tài)保護(hù)修復(fù)中央預(yù)算內(nèi)投資專項管理,保障項目順利實(shí)施,提高資金使用效益,結(jié)合項目管理特點(diǎn),制定本辦法。
第二條 本辦法適用于生態(tài)保護(hù)修復(fù)項目中央預(yù)算內(nèi)投資的申報、審核、下達(dá)和監(jiān)管等。其中,農(nóng)業(yè)綠色發(fā)展地方項目的申報、下達(dá)與執(zhí)行、監(jiān)督檢查與績效評估等按照《國家發(fā)展改革委辦公廳農(nóng)業(yè)農(nóng)村部辦公廳關(guān)于中央預(yù)算內(nèi)投資補(bǔ)助地方農(nóng)業(yè)項目投資計劃管理有關(guān)問題的通知》(發(fā)改辦農(nóng)經(jīng)〔2019〕302號)有關(guān)規(guī)定執(zhí)行。
第三條 本專項按照“大專項+任務(wù)清單”模式管理,全部為約束性任務(wù)。堅持公平公正、急用優(yōu)先、程序完備、綜合監(jiān)管的原則,平等對待各類投資主體。本專項中央預(yù)算內(nèi)投資應(yīng)用于計劃新開工或續(xù)建項目,原則上不得用于已完工項目。
第四條 專項實(shí)施期限原則上為5年,如實(shí)施期滿仍需繼續(xù)執(zhí)行,按照有關(guān)規(guī)定重新申請設(shè)立。
第二章 支持范圍、方式和標(biāo)準(zhǔn)
第五條 本專項主要用于納入《全國重要生態(tài)系統(tǒng)保護(hù)和修復(fù)重大工程總體規(guī)劃(2021—2035年)》及其專項建設(shè)規(guī)劃、《三北工程六期規(guī)劃》中符合支持方向的重點(diǎn)區(qū)域生態(tài)保護(hù)修復(fù)項目;《生態(tài)保護(hù)和修復(fù)支撐體系重大工程建設(shè)規(guī)劃(2021—2035年)》《國家公園等自然保護(hù)地建設(shè)及野生動植物保護(hù)重大工程建設(shè)規(guī)劃(2021—2035年)》以及其他相關(guān)國家級專項規(guī)劃中部署的生態(tài)保護(hù)支撐體系項目;畜禽糞污資源化利用、農(nóng)業(yè)面源污染治理、長江生物多樣性保護(hù)、草原畜牧業(yè)轉(zhuǎn)型升級等相關(guān)國家級專項規(guī)劃(實(shí)施方案)部署的農(nóng)業(yè)綠色發(fā)展項目。具體包括:
(一)“雙重”“三北”等重點(diǎn)區(qū)域生態(tài)保護(hù)修復(fù)項目,包括營造林、退化草原修復(fù)、濕地保護(hù)修復(fù)(主要支持國際重要濕地、國家重要濕地、濕地類型的國家級自然保護(hù)區(qū)等重要濕地保護(hù)基礎(chǔ)設(shè)施、退化濕地修復(fù)、科研監(jiān)測等建設(shè)內(nèi)容)、沙化荒漠化石漠化治理及水源工程、節(jié)水灌溉、谷坊等小型水利水保設(shè)施等建設(shè)內(nèi)容,并對項目內(nèi)的木本糧油基地予以統(tǒng)籌支持。
(二)重點(diǎn)生態(tài)資源保護(hù)項目,包括森林草原防滅火、林草種質(zhì)資源保存及攻關(guān)、管護(hù)站點(diǎn)、生態(tài)保護(hù)修復(fù)重大工程監(jiān)測監(jiān)管評估系統(tǒng)建設(shè)等。
(三)野生動植物保護(hù)及自然保護(hù)地建設(shè)項目,包括國家公園、國家級自然保護(hù)區(qū)等重要自然保護(hù)地保護(hù)管理和科研監(jiān)測設(shè)施建設(shè),野生動植物保護(hù)及設(shè)施裝備建設(shè)等。
(四)林業(yè)行業(yè)及執(zhí)法能力建設(shè)項目,包括重點(diǎn)地區(qū)綠化、林業(yè)科技創(chuàng)新能力、林業(yè)執(zhí)法監(jiān)管能力、國有林區(qū)公用基礎(chǔ)設(shè)施建設(shè)等。
(五)畜禽糞污資源化利用項目,以畜禽養(yǎng)殖大縣為重點(diǎn),支持畜禽糞污收集、貯存、處理、利用等環(huán)節(jié)的基礎(chǔ)設(shè)施建設(shè)。
(六)農(nóng)業(yè)面源污染治理項目,以長江、黃河流域?yàn)橹攸c(diǎn),兼顧其他重要流域,優(yōu)先選擇水環(huán)境敏感區(qū)和糧食主產(chǎn)區(qū),重點(diǎn)支持農(nóng)田面源污染、畜禽養(yǎng)殖污染、水產(chǎn)養(yǎng)殖污染防治基礎(chǔ)設(shè)施項目建設(shè)。
(七)長江生物多樣性保護(hù)工程項目,以長江流域“一江兩湖七河和332個水生生物保護(hù)區(qū)”等禁捕退捕縣(市、區(qū))為重點(diǎn)區(qū)域,重點(diǎn)支持珍稀瀕危物種資源保護(hù)、關(guān)鍵棲息地保護(hù)及修復(fù)、漁政執(zhí)法能力建設(shè)、水生生物資源及棲息地監(jiān)測、水生生物保護(hù)技術(shù)能力提升等方面基礎(chǔ)設(shè)施建設(shè)。
(八)草原畜牧業(yè)轉(zhuǎn)型升級項目,以牧區(qū)和半牧區(qū)省(區(qū))為重點(diǎn),支持高產(chǎn)穩(wěn)產(chǎn)優(yōu)質(zhì)飼草基地、現(xiàn)代化草原生態(tài)牧場或標(biāo)準(zhǔn)化規(guī)模養(yǎng)殖場、優(yōu)良種畜和飼草種子擴(kuò)繁基地、防災(zāi)減災(zāi)飼草貯運(yùn)體系等方面基礎(chǔ)設(shè)施建設(shè)。
(九)其他項目,包括國務(wù)院或國家發(fā)展改革委批準(zhǔn)、印發(fā)的其他生態(tài)保護(hù)修復(fù)、農(nóng)業(yè)綠色發(fā)展等方面規(guī)劃內(nèi)的相關(guān)項目。
第六條 本專項主要支持市場不能有效配置資源的非經(jīng)營性項目。專項資金原則上按項目安排,以直接投資方式為主;對確需支持的經(jīng)營性項目,主要采取資本金注入方式,也可以適當(dāng)采取投資補(bǔ)助、貸款貼息等方式。
第七條 根據(jù)中央和地方事權(quán)劃分原則、所在區(qū)域經(jīng)濟(jì)社會發(fā)展水平等情況,實(shí)施差別化的中央預(yù)算內(nèi)投資支持政策。具體支持標(biāo)準(zhǔn)如下:
(一)“雙重”“三北”等重點(diǎn)區(qū)域生態(tài)保護(hù)修復(fù)項目,東部、中部、西部、東北地區(qū)(含參照相關(guān)政策執(zhí)行的地區(qū),下同)中央預(yù)算內(nèi)投資支持比例分別為60%、70%、80%、80%;濕地保護(hù)修復(fù)項目按照80%執(zhí)行。
(二)重點(diǎn)生態(tài)資源保護(hù)項目,其中森林草原防滅火項目東部、中部、西部、東北地區(qū)中央預(yù)算內(nèi)投資支持比例分別為60%、70%、80%、80%,其中森林防火應(yīng)急道路建設(shè)中央預(yù)算內(nèi)投資最高不超過新建50萬元/公里、改造30萬元/公里;國家級林草種質(zhì)資源保存庫項目中央預(yù)算內(nèi)投資支持比例為80%,鄉(xiāng)土樹種保供繁育基地、采種良種基地、草種基地項目中央預(yù)算內(nèi)投資支持比例為40%;管護(hù)用房建設(shè)項目,中央預(yù)算內(nèi)投資定額支持標(biāo)準(zhǔn)為新建或重建改造35萬元/個、加固改造或移動管護(hù)用房25萬元/個、功能完善10萬元/個。
(三)野生動植物保護(hù)及自然保護(hù)地建設(shè)項目,包括國家公園、國家級自然保護(hù)區(qū)等重要自然保護(hù)地保護(hù)管理和科研監(jiān)測設(shè)施建設(shè)項目,野生動植物保護(hù)及設(shè)施裝備建設(shè)項目,中央預(yù)算內(nèi)投資支持比例為80%。
(四)林業(yè)行業(yè)及執(zhí)法能力建設(shè)項目,其中重點(diǎn)地區(qū)綠化項目中央預(yù)算內(nèi)投資支持比例為100%;林業(yè)科技創(chuàng)新能力、國有林區(qū)公用基礎(chǔ)設(shè)施建設(shè)項目中央預(yù)算內(nèi)投資支持比例為80%;林業(yè)執(zhí)法監(jiān)管能力建設(shè)項目,中央預(yù)算內(nèi)投資定額支持標(biāo)準(zhǔn)為一級站40萬元/個、二級站30萬元/個。
(五)畜禽糞污資源化利用項目、農(nóng)業(yè)面源污染治理項目、草原畜牧業(yè)轉(zhuǎn)型升級項目,中央預(yù)算內(nèi)投資支持比例為50%,同時畜禽糞污資源化利用項目每個縣支持總金額不超過3000萬元,農(nóng)業(yè)面源污染治理項目每個縣支持總金額不超過5000萬元,草原畜牧業(yè)轉(zhuǎn)型升級項目每個縣支持年度金額不超過5000萬元。
(六)長江生物多樣性保護(hù)工程項目,東部、中部、西部中央預(yù)算內(nèi)投資支持比例分別為40%、50%、60%。
(七)由國家有關(guān)行業(yè)主管部門管理的中央單位和西藏、新疆生產(chǎn)建設(shè)兵團(tuán)項目,中央預(yù)算內(nèi)投資支持比例為100%(鄉(xiāng)土樹種保供繁育基地、采種良種基地、草種基地建設(shè)及其他定額支持項目、新疆生產(chǎn)建設(shè)兵團(tuán)畜禽糞污資源化利用及草原畜牧業(yè)轉(zhuǎn)型升級項目除外);其他計劃單列企業(yè)集團(tuán)或中央管理企業(yè)項目參照項目所在地中央預(yù)算內(nèi)投資支持標(biāo)準(zhǔn)執(zhí)行。
(八)其他建設(shè)項目,依據(jù)相關(guān)建設(shè)規(guī)劃或方案明確的支持標(biāo)準(zhǔn)執(zhí)行。
第八條 本專項中央預(yù)算內(nèi)投資,重點(diǎn)區(qū)域生態(tài)保護(hù)修復(fù)項目、生態(tài)保護(hù)支撐體系項目(重點(diǎn)地區(qū)綠化項目除外),主要采取直接下達(dá)到具體項目的方式,原則上不打捆或切塊下達(dá);農(nóng)業(yè)綠色發(fā)展項目,根據(jù)項目情況采取打捆下達(dá)或直接下達(dá)到具體項目的方式。
第九條 各省、自治區(qū)、直轄市和計劃單列市、新疆生產(chǎn)建設(shè)兵團(tuán)發(fā)展改革部門及有關(guān)行業(yè)主管部門、國家有關(guān)行業(yè)主管部門、計劃單列企業(yè)集團(tuán)和中央管理企業(yè)分別作為項目匯總申報單位。
項目匯總申報單位應(yīng)對申報項目承擔(dān)審核責(zé)任,確保項目前期工作依法合規(guī),資金使用科學(xué)規(guī)范,申報材料真實(shí)可信。督促項目單位根據(jù)投資能力,統(tǒng)籌采取加大地方財政及自有資金投入、合理使用國債、地方專項債券和政策性開發(fā)性金融工具、爭取各類貸款等多種方式,保障項目建設(shè)資金需求。
第三章 投資計劃申報
第十條 項目單位要根據(jù)相關(guān)國家級專項規(guī)劃、國家有關(guān)行業(yè)標(biāo)準(zhǔn)或規(guī)范,扎實(shí)做好申請使用本專項資金的項目前期工作,明確建設(shè)內(nèi)容、建設(shè)規(guī)模、建設(shè)地點(diǎn)、投資概算及來源、完成時限,確保前期工作達(dá)到規(guī)定的深度和質(zhì)量。項目單位被列入嚴(yán)重失信主體名單的,不得申請中央預(yù)算內(nèi)投資支持。
第十一條 申請使用本專項中央預(yù)算內(nèi)投資計劃的項目,必須按規(guī)定完成項目建議書和可行性研究報告的審批或項目備案程序。列入相關(guān)國家級專項規(guī)劃的項目視同已經(jīng)批復(fù)項目建議書。初步設(shè)計提出的投資概算超過經(jīng)批準(zhǔn)的可行性研究報告估算總投資10%的,項目單位應(yīng)當(dāng)向可行性研究報告審批或備案部門報告,審批或備案部門可以要求項目單位重新報送可行性研究報告。
第十二條 項目匯總申報單位應(yīng)加強(qiáng)投資項目儲備,合理提出年度建設(shè)任務(wù)并測算資金需求,及時將符合條件的項目納入國家重大建設(shè)項目庫。入庫項目應(yīng)根據(jù)項目前期工作進(jìn)展情況,及時動態(tài)更新填報、逐步補(bǔ)充完善項目信息,并對有關(guān)信息的真實(shí)性、合規(guī)性負(fù)責(zé)。
第十三條 資金申請報告由項目單位提出,按程序報送項目匯總申報單位。項目匯總申報單位應(yīng)對資金申請報告進(jìn)行審核,并匯總報送國家發(fā)展改革委。資金申請報告可以單獨(dú)報送,或者與年度投資計劃申請合并報送。
對于由國家有關(guān)行業(yè)主管部門管理的中央單位項目資金申請報告或年度投資計劃申請報告,由國家有關(guān)行業(yè)主管部門審核后按要求報送國家發(fā)展改革委。其他計劃單列企業(yè)集團(tuán)或中央管理企業(yè)項目資金申請報告或年度投資計劃申請報告,由計劃單列企業(yè)集團(tuán)或中央管理企業(yè)審核后按要求報送國家發(fā)展改革委。地方項目資金申請報告或年度投資計劃申請報告,由省級發(fā)展改革部門會同有關(guān)行業(yè)主管部門,按要求聯(lián)合報送國家發(fā)展改革委和國家有關(guān)行業(yè)主管部門。
項目匯總申報單位申報年度投資計劃時,應(yīng)按規(guī)定填報績效目標(biāo),并隨投資計劃一并報送。同步在國家重大建設(shè)項目庫推送項目,并確保入庫信息與項目前期工作批復(fù)、年度投資計劃申報文件一致。
第十四條 項目匯總申報單位應(yīng)對申報材料的真實(shí)性、合規(guī)性負(fù)責(zé),并對申報項目是否符合本專項支持范圍和支持標(biāo)準(zhǔn)、是否存在多頭重復(fù)超額申報中央預(yù)算內(nèi)投資及其他中央財政建設(shè)性資金、是否完成審批或備案程序、是否落實(shí)中央預(yù)算內(nèi)投資之外的其他資金、項目單位是否被納入嚴(yán)重失信主體名單等信息進(jìn)行嚴(yán)格審查,確保新開工項目前期工作成熟、在建項目報建手續(xù)完備,避免計劃下達(dá)后形成沉淀資金。
第十五條 項目單位申請本專項投資計劃,應(yīng)當(dāng)綜合評估當(dāng)?shù)卣顿Y能力和財政承受能力,確保不新增地方政府債務(wù)風(fēng)險,項目匯總申報單位應(yīng)加強(qiáng)審核把關(guān)。
第十六條 項目匯總申報單位申報投資計劃,應(yīng)明確申報計劃中每個項目的項目單位和項目負(fù)責(zé)人、日常監(jiān)管直接責(zé)任單位及監(jiān)管責(zé)任人,并經(jīng)日常監(jiān)管直接責(zé)任單位及監(jiān)管責(zé)任人認(rèn)可。
第四章 投資計劃下達(dá)與執(zhí)行
第十七條 國家發(fā)展改革委受理資金申請報告后,對相關(guān)事項進(jìn)行審查,并視情況依據(jù)《國家發(fā)展改革委投資咨詢評估管理辦法》有關(guān)規(guī)定,委托相關(guān)單位進(jìn)行評估。被委托單位應(yīng)組織專家對資金申請報告進(jìn)行評審,核定符合本專項支持范圍的投資規(guī)模。對于同意安排中央預(yù)算內(nèi)投資的項目,國家發(fā)展改革委應(yīng)當(dāng)批復(fù)其資金申請報告。資金申請報告可以單獨(dú)批復(fù),或者在下達(dá)投資計劃時合并批復(fù)。
由國家有關(guān)行業(yè)主管部門匯總申報的項目,投資計劃由國家發(fā)展改革委審核后下達(dá)國家有關(guān)行業(yè)主管部門,并同步下達(dá)績效目標(biāo)。其他計劃單列企業(yè)集團(tuán)或中央管理企業(yè)匯總申報的項目,投資計劃由國家發(fā)展改革委審核后下達(dá)計劃單列企業(yè)集團(tuán)或中央管理企業(yè),并同步下達(dá)績效目標(biāo)。對地方匯總申報的項目,投資計劃由國家發(fā)展改革委會同國家有關(guān)行業(yè)主管部門進(jìn)行審核和綜合平衡后,下達(dá)有關(guān)省級發(fā)展改革、行業(yè)主管部門,并同步下達(dá)績效目標(biāo)。對農(nóng)業(yè)綠色發(fā)展項目,投資計劃由國家發(fā)展改革委審核和綜合平衡后,下達(dá)農(nóng)業(yè)農(nóng)村部、有關(guān)省級發(fā)展改革部門,并同步下達(dá)績效目標(biāo)。
第十八條 中央預(yù)算內(nèi)投資計劃中已經(jīng)明確到具體項目的,項目匯總申報單位應(yīng)在收到下達(dá)文件后10個工作日內(nèi)轉(zhuǎn)發(fā)下達(dá)投資計劃;采取打捆方式的,項目匯總申報單位應(yīng)在收到文件20個工作日內(nèi)分解下達(dá)到具體項目,及時在重大建設(shè)項目庫填報分解下達(dá)信息,并對計劃分解下達(dá)資金的合規(guī)性負(fù)責(zé)。
分解下達(dá)投資計劃時,要落實(shí)和明確每個項目的項目單位及項目責(zé)任人、日常監(jiān)管直接責(zé)任單位及監(jiān)管責(zé)任人,經(jīng)日常監(jiān)管直接責(zé)任單位和監(jiān)管責(zé)任人認(rèn)可后填報入庫。禁止向依法列入嚴(yán)重失信主體名單的項目單位分解下達(dá)投資計劃。
第十九條 項目匯總申報單位轉(zhuǎn)發(fā)或分解下達(dá)中央預(yù)算內(nèi)投資計劃時,要督促和支持項目單位加強(qiáng)財力統(tǒng)籌,及時足額落實(shí)有關(guān)建設(shè)資金。
第二十條 本專項中央預(yù)算內(nèi)年度投資計劃在執(zhí)行過程中確需調(diào)整的,應(yīng)嚴(yán)格執(zhí)行投資計劃調(diào)整的有關(guān)規(guī)定和程序,及時調(diào)整用于可形成有效支出的項目。調(diào)入項目應(yīng)符合本專項有關(guān)要求,能夠及時開工建設(shè)或已開工建設(shè),安排的中央投資不應(yīng)超過已確定的或根據(jù)本專項支持標(biāo)準(zhǔn)計算的中央預(yù)算內(nèi)投資支持規(guī)模。
第二十一條 項目單位要嚴(yán)格落實(shí)投資計劃執(zhí)行的主體責(zé)任,在收到中央預(yù)算內(nèi)投資計劃后要盡快開工建設(shè)。依法嚴(yán)格執(zhí)行項目法人責(zé)任制、招標(biāo)投標(biāo)制、建設(shè)監(jiān)理制和合同管理制,對項目的建設(shè)質(zhì)量及進(jìn)度、資金管理和生產(chǎn)安全負(fù)責(zé)。項目建成后,項目單位應(yīng)當(dāng)及時申請或組織竣工驗(yàn)收。項目審批或備案部門應(yīng)嚴(yán)格按照國家有關(guān)規(guī)定組織開展項目驗(yàn)收。
第二十二條 項目驗(yàn)收后,必須及時辦理移交手續(xù),明確產(chǎn)權(quán),落實(shí)運(yùn)行主體和管護(hù)責(zé)任,加強(qiáng)建后管護(hù)機(jī)制建設(shè),積極探索靈活、有效的管護(hù)機(jī)制,鼓勵通過專業(yè)隊伍管護(hù)、承包管護(hù)、林農(nóng)(牧民)自管等多種模式,落實(shí)管護(hù)措施,確保項目建設(shè)成果得到鞏固,長期發(fā)揮效益。
第二十三條 項目單位要建立健全資金使用管理的各項規(guī)章制度,嚴(yán)格按照批準(zhǔn)的項目建設(shè)內(nèi)容、規(guī)模和標(biāo)準(zhǔn)使用資金,嚴(yán)禁轉(zhuǎn)移、侵占和挪用項目建設(shè)資金。
第五章 監(jiān)督檢查與績效評估
第二十四條 日常監(jiān)管直接責(zé)任單位承擔(dān)項目監(jiān)管主體責(zé)任,負(fù)責(zé)項目實(shí)施、建設(shè)管理、計劃執(zhí)行、資金撥付與使用等重點(diǎn)環(huán)節(jié)的日常監(jiān)督管理,督促項目單位規(guī)范項目管理和資金使用,確保建設(shè)質(zhì)量和投資效益。
第二十五條 項目匯總申報單位應(yīng)通過日常調(diào)度、在線監(jiān)測、現(xiàn)場監(jiān)督檢查等方式,加強(qiáng)對項目實(shí)施、計劃執(zhí)行等情況的監(jiān)管,發(fā)現(xiàn)問題要及時督促項目單位整改處理。每月10日前,應(yīng)督促項目單位通過國家重大建設(shè)項目庫及時準(zhǔn)確完整填報項目開工情況、投資完成情況、形象進(jìn)度、竣工驗(yàn)收等數(shù)據(jù)和信息,同步上傳項目進(jìn)度和資金支付使用等資料,并加強(qiáng)審核(涉密項目按有關(guān)規(guī)定執(zhí)行)。
第二十六條 國家發(fā)展改革委、國家有關(guān)行業(yè)主管部門應(yīng)通過全國投資項目在線審批監(jiān)管平臺(國家重大建設(shè)項目庫)定期跟蹤、動態(tài)掌握本專項計劃執(zhí)行情況,必要時可采取督促自查、組織相互抽檢、實(shí)地督查、委托第三方評估等方式對項目實(shí)施情況加強(qiáng)監(jiān)管,并將各類檢查結(jié)果作為后續(xù)中央預(yù)算內(nèi)投資安排的重要參考。
第二十七條 對各級發(fā)展改革、有關(guān)行業(yè)主管部門及財政、審計、監(jiān)察等部門依據(jù)職能進(jìn)行的各類監(jiān)督檢查,項目單位和有關(guān)設(shè)計、施工、監(jiān)理等單位應(yīng)予以配合,如實(shí)提供有關(guān)情況及文件資料。
第二十八條 國家發(fā)展改革委、國家有關(guān)行業(yè)主管部門應(yīng)每年對本專項投資計劃執(zhí)行、投資項目實(shí)施、績效目標(biāo)實(shí)現(xiàn)等情況組織開展自評,形成年度績效評估報告,并將績效評估結(jié)果作為后續(xù)年度優(yōu)化專項設(shè)置、完善專項管理、安排投資計劃的重要依據(jù)。
對發(fā)現(xiàn)的未及時準(zhǔn)確完整通過國家重大建設(shè)項目庫填報項目信息、項目實(shí)施和計劃執(zhí)行進(jìn)度不符合要求、績效評估結(jié)果較差等問題的地方和單位,將視情況采取調(diào)減下年度中央預(yù)算內(nèi)投資規(guī)模、暫緩受理中央預(yù)算內(nèi)投資計劃申請等懲戒措施。
第六章 附則
第二十九條 本辦法由國家發(fā)展改革委負(fù)責(zé)解釋。
第三十條 項目匯總申報單位可根據(jù)本辦法,制定本單位管理辦法,細(xì)化實(shí)化投資申報、計劃下達(dá)、項目實(shí)施、竣工驗(yàn)收、監(jiān)督檢查、信息報送等方面的要求。
第三十一條 本辦法自印發(fā)之日起施行,有效期5年,原2021年發(fā)布的《重點(diǎn)區(qū)域生態(tài)保護(hù)和修復(fù)中央預(yù)算內(nèi)投資專項管理辦法》《生態(tài)保護(hù)和修復(fù)支撐體系中央預(yù)算內(nèi)投資專項管理辦法》以及《農(nóng)業(yè)綠色發(fā)展中央預(yù)算內(nèi)投資專項管理辦法》同時廢止。
