摘要:氣候變化是人類發(fā)展面臨的威脅之一,面對極端降雨顯著增加和城市的不斷擴張,傳統(tǒng)城鎮(zhèn)排水系統(tǒng)的脆弱性日益凸顯,“碳中和、碳達峰”戰(zhàn)略背景下如何系統(tǒng)構(gòu)建面向未來的可持續(xù)排水系統(tǒng),提升面對復(fù)雜外部擾動因素下排水系統(tǒng)的可靠性與韌性,是未來相當長時期排水系統(tǒng)規(guī)劃設(shè)計、建造與運行環(huán)節(jié)都要思考和面對的科學(xué)問題。針對傳統(tǒng)排水系統(tǒng)的系統(tǒng)性缺欠,就排水系統(tǒng)規(guī)劃設(shè)計建造過程中關(guān)鍵要素“水-能”關(guān)系、韌性設(shè)計、生態(tài)水文及生物多樣性等方面提出了建議,同時就目前實施高排放標準、極限脫氮及污水氯消毒給環(huán)境帶來的影響進行了分析,在此基礎(chǔ)上構(gòu)建了包括6項一級指標、48項二級指標的可持續(xù)排水系統(tǒng)評估指標體系。
Abstract:Climate change is one of the threats to human development. Facing the significant increase of extreme rainfall and the continuous expansion of cities, the vulnerability of traditional urban drainage system is becoming increasingly prominent. With the strategic background of carbon neutrality and carbon peaking, it is a scientific problem for planning, design, construction and operation of drainage system on how to systematically build a future oriented sustainable drainage system to improve the reliability and resilience of the drainage system under complex external disturbance factors. In view of the systematic shortcomings of the traditional drainage system, this paper puts forward some suggestions on the key elements in the planning, design and construction of the drainage system, such as water-energy nexus, resilience design, eco-hydrology, and biodiversity. At the same time, this paper analyzes the environmental impact of some current measures, such as the implementation of high discharge standards, extreme high standard denitrification and sewage chlorine disinfection. On this basis, the sustainable drainage system evaluation index system including six first?level indicators and 48 secondary indicators is constructed.
