摘要:- 城鎮(zhèn)生活污泥的資源化利用一直是我國污泥處置的瓶頸問題,通過實(shí)地調(diào)研和統(tǒng)計(jì)數(shù)據(jù)分析,詳細(xì)介紹了挪威污水處理概況、污泥生產(chǎn)概況及處理技術(shù)路線、污泥土地利用法規(guī)管理、污泥土地利用現(xiàn)狀,并結(jié)合我國在污泥土地利用方面的瓶頸,提出我國應(yīng)加強(qiáng)在污泥處理處置法規(guī)、政策、標(biāo)準(zhǔn)、規(guī)范方面的頂層設(shè)計(jì),自上而下,銜接好跨部門間的管理職責(zé),因地制宜、科學(xué)規(guī)劃各區(qū)域污泥處理處置技術(shù)路線;規(guī)劃、監(jiān)測(cè)國內(nèi)外關(guān)注的污水污泥中潛在有機(jī)污染物的含量,提高現(xiàn)行規(guī)定中重金屬和有機(jī)污染物的監(jiān)測(cè)力度,統(tǒng)籌規(guī)劃,重視污水源頭控制,降低污泥中污染物濃度,為最終處理后達(dá)標(biāo)污泥資源化處置方向的科學(xué)選擇提供依據(jù)。
Abstract:- The resource disposal of urban domestic sludge has always been a bottleneck problem in our country. Using field research and statistical data analysis methods, this work introduced certain information including the general situation of sewage treatment, the general situation of sludge production, the technical route of sludge treatment, the laws and regulations on land utilization of sludge, the current situation of management and sludge land utilization in Norway. At the same time, combined with the bottleneck of our country in the utilization of sludge land, it proposed countermeasures as following:① Strengthen the top-level design of sludge treatment and disposal laws, policies, standards, specifications. ②Straighten out the connection of management responsibilities among relevant departments from top to bottom. ③ Adapt measures to local conditions and scientifically plan technical routes for sludge treatment and disposal in various regions. ④ Plan and monitor the content of potential organic pollutants in sewage sludge that were of concern at home and abroad. ⑤ Increase the monitoring of heavy metals and organic pollutants in existing regulations. ⑥ Make overall plans on the control of sewage sources. ⑦ Reduce the concentration of pollutants in the final sludge. Based on the above approaches, our country could provide a basis for scientific selection on the direction of the sludge resource disposal after the final treatment.
