More than 1100 technicians and officers are working in CQDI Co.,Ltd. Since its establishment in last century, more than 6000 construction and survey projects have been accomplished successfully by CQDI Co.,Ltd. all over the country. 三年會戰(zhàn) 市場機遇
黨的十九大召開在即，回顧十八大以來，黨中央、國務院審時度勢，明確提出加快推進新型城鎮(zhèn)化建設的重大戰(zhàn)略部署，對新時期我國城市改革與發(fā)展提出了新的要求。城市交通在新型城鎮(zhèn)化建設進程中應該準確定位，選擇正確的發(fā)展戰(zhàn)略，特別是要將以往城市交通作為配套設施被動適應需求，轉變?yōu)橹鲃右I導航城市空間發(fā)展布局，以確保新型城鎮(zhèn)化建設目標的順利實現(xiàn)。
近日，重慶市委召開常委會議，專題研究部署開展全市交通建設“三年會戰(zhàn)”工作。會議強調，全市各級各部門要深學篤用習近平總書記視察重慶重要講話精神，牢牢把握總書記對重慶“兩點定位”的重要指示，搶抓戰(zhàn)略機遇，補齊交通短板，按下“快進鍵”，跑出“加速度”，干出“好成績”，全力以赴打贏全市交通建設“三年會戰(zhàn)”，為推動重慶改革發(fā)展、建設內陸開放高地、全面建成小康社會奠定更加堅實的基礎。
面對重慶市政建設大發(fā)展的重要契機，重慶市設計院第一市政設計院自2017年初成立以來，結合更加符合行業(yè)需求的發(fā)展方針，提前做好相關部署以迎接機遇與挑戰(zhàn)并存的市場環(huán)境。“三年會戰(zhàn)”大幕拉開伊始，第一市政設計院抓住市場脈搏，先期實現(xiàn)了大量前期項目的成果轉化，為進一步的市場拓展打下了良好基礎。
招賢納士 團隊建設
重慶市設計院歷史悠久，發(fā)軔之始可追溯到20世紀20年代。1950年成立至今已有67年。市政分院作為相對年輕的部門，隨著重慶市基礎設施建設的逐步完善，近年來也發(fā)展迅速，人員和產(chǎn)值規(guī)模不斷上升。新成立的第一市政設計院更是聚集了大量優(yōu)秀的設計人才，成立之初便已是具有90余人規(guī)模的團隊，其中工程師47人，高級工程師36人，教授級高工3人。分院領導高度重視人才梯隊的建設，進一步引進人才充實隊伍，通過良好的市場口碑、過硬的技術平臺和具有競爭力的薪酬待遇吸引了重慶本地乃至全國各地的專業(yè)人才加入。分院剛成立即新引進人才10余人，其中不乏業(yè)內頂級高校的優(yōu)秀畢業(yè)生和國內頂尖綜合性設計院的成熟人才，大量新鮮血液的融入在提高第一市政設計院總體實力的同時也為將來的長遠發(fā)展打下了堅實基礎。
在各級設計人員優(yōu)化配置的同時，第一市政設計院在總院的支持下，在原有構架基礎上新近提拔了一定數(shù)量的優(yōu)秀設計師為副主任工程師，加強了部門的設計質量把控，同時極大促進了技術骨干的工作熱情，建立起了一支作風嚴謹、態(tài)度積極、充滿活力并具備全方位設計能力的優(yōu)質團隊。
轉變思路 技術經(jīng)營
長期以來，市政類設計院大多通過“投標——設計”這一傳統(tǒng)模式開展工作，第一市政設計院依托重慶市設計院的平臺優(yōu)勢，在過去競爭相對較少的時期一直維持著較穩(wěn)定的項目來源。

隨著市場的不斷發(fā)展，本地同業(yè)競爭以及外地大型設計單位的進入，原有的發(fā)展模式不可避免地帶來了同質化競爭甚至是惡性競爭的弊端。為了適應新的市場環(huán)境，搶占發(fā)展機遇，我院市政部門近年來已開始通過“前期方案——投標/委托設計——設計——新方案挖掘”的循環(huán)模式進行布局，進一步對口業(yè)主服務，在前期方案取得良好反饋的同時爭取更多的新增項目。這種環(huán)形閉合的經(jīng)營方式避免了當前市場上低價競爭的怪圈，在保證設計質量的同時確保部門的產(chǎn)值收益，也得到了業(yè)主的認可。

在此方針指導下，第一市政設計院由部門領導牽頭，在設計任務緊張且人員有限的情況下，抽調精兵強將組建了專門的前期方案組，對口市級城建主管部門和相關業(yè)主進行前期方案研究，極大地增強了部門的項目儲備能力。通過項目前期委托，站在更高層面替甲方解決長遠問題， 從單個項目的設計思路向更加具有系統(tǒng)性、前瞻性的大片區(qū)總體方案研究轉化。
同時，為了提升方案設計質量，優(yōu)化展現(xiàn)形式，進一步增強行業(yè)競爭力和話語權，第一市政設計院于2017年7月購買了德國VISSIM交通仿真軟件。該軟件可動態(tài)、逼真地模擬道路交通系統(tǒng)的運行狀態(tài)，對交通擁堵改善、道路方案設計、交通組織和交通管理等方面進行方案比選和評價，為決策者提供直觀的參考。到目前為止，已多次使用該軟件為市建委領導進行方案展示和評估，在得到業(yè)主高度認可的同時也爭取到了更多的業(yè)務機會，實現(xiàn)了部門生產(chǎn)的良性循環(huán)。

忙碌的2017年已過去大半，第一市政設計院按照總院的定位和市場布局，凸顯自身優(yōu)勢，發(fā)揮團隊實力，在部門新方針、新思路的指導下，市場拓展在“三年會戰(zhàn)”的第一年便已初見成效。一批優(yōu)質、高水平的設計項目通過前期跟蹤和方案研究最終得到了設計任務，新進的方案研究則不斷地從相關部門委托而來。

至2017年，第一市政設計院通過前期項目研究直接或間接獲得設計業(yè)務的項目包括渝黔高速復線連接道項目、白市驛隧道項目、七縱線曾家至走馬段、沙坪壩區(qū)西永組團Ah、Ag、Af、H標準分區(qū)及對外連接道路工程項目設計（四標段）、巴南區(qū)華熙體育中心周邊路網(wǎng)優(yōu)化方案設計項目、大渡口區(qū)金家灣立交改造工程、云陽水口工業(yè)新區(qū)一期基礎工程、云陽縣新縣城東出口安全通道、云陽北部新區(qū)迎賓大道改擴建工程、萬達文旅城基礎設施建設項目市政道路工程以及沙坪壩區(qū)海綿城市建設專項規(guī)劃和云陽縣中心城區(qū)綜合管廊專項規(guī)劃等。項目來源包括了市級、區(qū)級和地產(chǎn)企業(yè)層面，項目類型涵蓋了主城區(qū)快速通道、穿山特長隧道、片區(qū)路網(wǎng)優(yōu)化整治、節(jié)點立交改造等城建項目以及海綿城市、綜合管廊等規(guī)劃項目，工程復雜性和總投資都較以往有不小突破，凸顯了第一市政設計院在市政行業(yè)的影響力。
