摘要:- 我國海綿城市建設(shè)工程技術(shù)取得了快速進步，而將海綿技術(shù)全面推廣實施，則依賴于靈活有效的政策制度設(shè)計。系統(tǒng)梳理了美國波特
蘭的雨水源頭管理政策，從行政法規(guī)制度、經(jīng)濟獎勵制度及公眾參與機制三個方面進行了分析總結(jié)。并針對我國雨水管理現(xiàn)階段特點，提出了海綿城市在管理法規(guī)政策、資金保障途徑以及公眾參與等方面的建議，具體包括將城市雨水徑流污染納入規(guī)劃管控環(huán)節(jié)、以流域為邊界建立雨水排放許可證制度、建立多途徑資金保障機制以及創(chuàng)新市場和市民參與機制。
Abstract:- Chinese sponge city construction has made rapid progress in engineering technology in recent years, and promotion of sponge technology in the national scope depends on flexible and effective policy system. Stormwater management policy in Portland, the United States was discussed and analyzed from three aspects: administrative regulations system, economic reward system and public participation mechanism. According to the current characteristics of stormwater management in China, suggestions in terms of management regulations, funding guarantee channels and public participation were put forward, including: integrating urban stormwater runoff pollution controlling into planning, establishing stormwater discharge permit system based on the basin, formulating multi-channel funding guarantee mechanism and innovating market and public participation mechanism.
